BRIEF DESCRIPTION OF DUTIES:
This position is responsible for analyzing and procuring goods and services for the Office of Information Technology (OIT) to ensure operational efficiency in accordance with applicable laws, rules, and policies. This position performs professional level procurement analysis, including the evaluation of complex solicitations, assessment of vendor performance data, contract administration, and the monitoring of regulatory compliance. The incumbent exercises independent judgment to interpret procurement data, provides strategic guidance to program areas, and supports cost-effective and compliant purchasing operations.
Executes procurement activities for goods and services for OIT, selecting the appropriate procurement method based on availability, cost thresholds, and statutory requirements.
Prepares and processes purchase orders, requisitions, and procurement documentation, analyzing each transaction to ensure procurements are conducted in compliance with applicable laws, rules, and agency policies.
Uses critical thinking and cost analysis skills to evaluate vendor bids and proposals to secure the best value for OIT. Analyzes data and vendor qualifications to support operational needs through data driven purchasing decisions during both informal and formal bidding.
Serves as the primary liaison between external suppliers and OIT agency program staff. Maintains professional vendor relationships and monitors vendor performance to ensure effective communication across all levels of the supply chain. Resolves issues with defective goods, service discrepancies, or delivery delays by using problem-solving skills to minimize the impact on OIT operations.
Analyzes and interprets procurement laws, rules, and policies. Ensures procurement documentation meets audit and compliance requirements. Supports internal and external audits and corrective actions. Maintains audit readiness for all internal and external reviews by monitoring records and implementing corrective actions to ensure a compliant environment.
Maintains procurement records, including contracts, purchases, and vendor performance data.
Collaborates with OIT program areas to conduct needs assessments and identify procurement requirements during the project planning phase. Participates in meetings and provides procurement expertise and analytical guidance to ensure departmental needs align with established procedures.
Maintains inventory control records and performs regular counts to ensure adequate supply levels. Analyzes daily usage data to assist in placing orders and maintaining consistent operational needs while recording and tagging purchased assets to ensure accurate tracking and accountability.
